Thankfully not quite, the character movement and gunplay is much more responsive and smoother but still has a bit of weight to it, the cover system works really well and the weapon wheel is quite intuitive. To get the most out of it put on free aim.
The cars handle quite bit differently.
Helicopters handle better than GTA IV
For the most part it's quite similiar to GTA IV just responsiveness and usability has been improved.
