It's important because it means you can have Skype running, any source of music running, a browser running, and the video capture running at the same time that you're playing a game.
Why would I want all those running at once?
Skype - To chat with friends while I'm playing a game. A music program - To listen to tunes while I'm playing a game. A web browser - To cheat. Video capturing - To record my game

Vita does 3 of those at once too, im pretty sure ps4 will do those 4 examples at once as well, i don tthink thats a great example for this xbox one feature tho, id expect to be able to listen to my own music and chat in a game without taking up any of the app slots, and im sure it probably can.

I didn't notice a proclamation that the PS4 didn't do this. Even though it hasn't been demostrated that it can snap skype or youtube onto the same screen as your using it to do so. No need to start another argument about the PS4 in a thread about the XB1 though.

not trying to start an argument im just saying voice chat and your own music will most likely just work reguardless you wont have to open them as background apps, this is basic 360 functionality.
and i think you can certainly add game DVR to that list for both next gen consoles.
Having a snapped web browser will be Xone only i would bet, other systems you will have to alt tab equivalent
