Free meaning without a significant amount of coding resources.
Under Xbox 360 if a developer wanted to do something like Xbox One's dedicated servers they would have had to build that support like Bungie did.
Under Xbox One, a few lines of code and they can tap into the dedicated servers available to developers.
It ends up being "kind of" for free because unlike Turn 10, most studios will have to pay something to utilize the dedicated servers.
