For each Xbox one the cloud will have 3 vCPUs, yep (but not 3 XBox One equivalent :))
As far as the OP: Well, if we look at the differences between games right now. Nothing is showing a power difference so I think that Microsoft is simply trying to make people understand the fact that having a more powerfull PS4 is not the whole story and they have some advantages too with their design other than raw power... Interresting.

I think the games are showing exactly the power difference...
- Killzone is the best looking game the launch and runs at 1080p@60fps (MP and it looks better than SP showed at E3) - Ryse is the best looking game for Xbone and runs at 900p@30fps - Forza uses the same prebacked lighting used in previous games... looks like catoon... 1080p@60fps - DriveClub do a lot of things more in the screen and right now runs at 1080p30fps - PS4 games are running at 1080p - Only Forza runs at 1080p - Third-party games are running in PS4 right now... Xbone? No game was showed yet.

Are you serious Sony used pc to showed all the games at gamescom and pax and have you seen a game actually running on ps4 console ? No you haven't how come Sony can do 1080p 60fps on multiplayer but they can't do it on SP ? If you think forza looks like a cartoon fair enough but do take my advice go and do eye test and I do believe you do need glasses or you didn't have it on when you were watching forza gameplay
