Even without that, PS4 being stronger has been shown by a few other MS guys in terms of messaging and specs. Their thing is that the difference isn't as big as most are expecting. MS already assumed the Xbone is weaker than PS4... what they want to say now is that the difference is small than the paper specs says.
Paper = 40%
Real < 40%
They are trying to say that the power difference is not that big and explain why they think that.
BTW the games are starting to show the difference between power... I won't be surprised if BF4 runs at high resolution on PS4 than Xbone (the Xbone version was never showed yet).
