Yes, but the competition is mainly between Xbox and PS. If MS neglects the UK there's a pretty likely chance that the PS4 will take off there and be number one. So no MS can't focus on other European markets over the UK. Sony on the other hand can afford to do that with Japan. The likelyhood of the Xbox One selling better than the PS4 in Japan is much lower than the likelyhood of the PS4 selling better than the One in the UK.
In the end, even if I don't like the decision of launching later in Japan it is a smart business choice if it means more units in markets where the Xbox sells well.
