Not always.
SNES 9x isn't very accurate, it is however "Good enough" for the majority of people, if you were to emulate that console with 100% accuracy and at full speed, you would need a stupidly fast system.
BSNES being a good example of a more accurate emulator.

Also, my comment wasn't rash, it was logical and I gave reasonings why and people have done it.
Heck, Cxbx isn't even an emulator, it's a converter, well it started out that way anyway.
