Because the objective of a game is to be fun.  They got your money already, and they have to make sure you're happy so you'll buy the next one. 

With F2P the goal is to make you spend as much money as possible on the current game.  The goal is to create unncessary barriers that can be overcome with money.


Of course, some companies do F2P better than others, but I don't see Capcom being one of the good ones.
