I don't think Sony is really "forcing" him. Honestly, Kojima Productions has even been saying Kojima wants 1080p really, really bad. I really think of this as a "He wants to" kind of thing...Hell, if MGS4 was only 25.01GB, I bet Kojima would still put it on the Dual-layer because he's just that kind of guy. I honestly trust that all the cutscenes are in-game. This is Kojima, and he's not one to let the man tell him what to do. Afterall, I heard he got pissed about the MGS2 port to the Xbox...though I'm going by what someone on another forum said, he's a major fan of MGS.
This is the last game, maybe there is just a lot of content on it...maybe Kojima wanted Snake to go out with a bang. We won't know until the game comes out, but I think I can trust Kojima.
EDIT:
The main thing I notice now is that foreign audio is being cut out of certain versions. The audio is uncompressed, and there is at least 60 hours of it. Uncompressed, 60 hours of audio...that definitely fills up huge chunk of that 50GB space. I'm sure of it now, all the cutscenes, everything is in-game.
