Look what happened in the 32-bit generation. We went from 4MB cartridges to 650MB CDs. What did developers do with the extra space? FMV and redbook audio. 3 CDs worth of space did not make FF7 better than FF6 or Chrono Trigger.
MGS4 is not going to be a worse game because they have to compress some things or reduce the size of the textures somewhat. But it will be a worse game if they're spending all their time worrying about pixels and not enough time testing the gameplay to make sure it's fun.
