It's called a "Special Administrative Region of China". To all intents and purposes it's a separate country with it's own government, laws, etc, but it also belongs to China.

No, because the "federal" laws of China don't apply to HK. If you want a USA comparison it's akin to Puerto Rico. Though obviously this isn't an exact parallel.
