From what I remember hearing about the blu-ray discs is that there are different access times from the inner edge of the disc to the outer edge of the disc. Doubling it up allows a quicker seek time. Someone who knows more about will be better equipped to explain it to you, than I am.

 Oh...I feel stupid now...I'm used to the quote button being above on other forums. Oh well. Anyway, yes, that is true. It's because the further you get from the inner, there are more pits and bumps(0s and 1s) to read...I guess making the transfer rate faster as you get to the outer. Nevermind, it makes sense now. But I doubt it's because the transfer rate is slow, more of the fact that files are bigger because of the larger data needed for HD gaming.

 I also doubt Kojima would do something as cheap as doubling up on the data...that doesn't sound like him.
