Just for fun a simple thought.
Let´s say PSV will have a long lifecycle like PSP did (7 years until PSV got released). This means it has to sell 14 million unit on average for the next 5 years to reach that goal.
PSV right now is at about 5.7 million units worldwide, by the end of the year it could be at around 6.5million units. Therefore 14million would be more than double of what Sony sold in 2 years combined.
