I assume you mean PS3, not PS4, but it was because the PS3 was very complicated to program for, so 3rd party games often ended up suffering because of it. It was generally only first parties that went to the trouble to use everything the PS3 had, which is why the PS3's exclusives tend to look better than the 360's.
If the difference between the Xbone and PS4 stays what we believe it to be right now, there is a good chance the graphical difference will be more than it was with the PS360, but without the multiplat problems, since they are both using PC architecture. (easy to port)
