Not for fast food and other minium wage type jobs they don't... Something like 1.5 million workers make under 4 euros an hour. With the bottom level of wages reported being 55 cents.
and Unions don't keep factories in countries... it's quite the opposite. What keeps union style jobs in a country is a general populace that wants the existence of good union jobs more then they want cheap goods. That or cases like germany where they augment things where you basically don't need a minimium wage, and the good union jobs are supported by cheap non union jobs.

The thing is it doesn't matter that the shitty low skill job pay so little when they kept there decent jobs around.
And the strange thing is, that they may have kept the majority of their manufacturing but alot of stuff is cheaper there when compared to the UK.

But yeah i'm not sure if getting rid of a minimum wage can be done now if most decent jobs are gone here now
