it's a hint basically saying its over 2 million.....
11 does not mean 10's because there is only one 10 in that number
101 does not mean 100's because there is only one, 100
1001 does not means 1000's because there is only 1000

3 thousand
4 thousand, is thousands because there is more than one 1 thousand
