While the remainder of the story talks about multiplayer, they've already confirmed that multiplayer will be running at 60fps.  So assuming this is single player.  Far above 30fps also sounds to be at minimum 45fps.  Hopefully they get 60fps, but if it's a locked 40+ then I don't think anyone will complain. Well.  I do think people will complain, just no one interested in a PS4.  You guys should just hope it's locked framerate and not unlocked, because then you'll start to notice framerate changes while you play.

You don't lock it at 40+.

Your screen will refresh 60 times each second, having it locked at 30 or 60 will make the time each frame is displayed the same. That's the problem with variable framerate, some frames last longer than others, and then you notice it stuttering and tearing.

If every third frame was a duplicate I don't think we'd notice.  Just as long as it was consistent.  With as powerful as the PS4 is going to be, I'm not sure why they can't trick us into thinking it's 60fps by every third frame being a combination of the second and fourth frame(which the fourth frame is essentially the next first frame.)  There's already going to be input lag, so the game having to view the next frame prior to disiplaying it could increase it by a fraction of an ms wouldn't make much of a difference.
