It's too early to tell if Vita TV will be a success or not, but with the $99 price point I think it'll appeal to quite a few! But I highly doubt 3DS+Vita will reach 200m in sales. 175m tops, but probably less.
But lets say that Vita TV actually manages to sell 75m units on its own. That's not too encouraging for handheld gaming. Vita TV is stationery and thus really a home console - that just happens to play handheld games.
Selling 200m which of half is made up by a stationery portable console doesn't paint a pretty picture.
