The information in this quote is actually far from being accurate 300 million$ for production + marketing of a blockbuster is actually common these days...
This summer alone there were around 5 movies released with a production + marketing budget superior to GTA 5 amount.
Iron Man 3 cost 200 million$ to produce and over 300 million$ for total costs.
Man of Steel cost 225 million$ to produce and estimates put total costs including marketing at 300 million$ +.
Lone Ranger cost 375 million$ to produce + market. ( production was around 215 million$ so as you can see marketing costs can be huge)
Pacific Rim cost 330 million$ to produce + market.
World War Z cost 190 million$ to produce and probably around 300 million$ for total cost.
