I think you are looking at this the wrong way. This is basically sony selling a vita with video out + some additional features but cutting the cost of the screen etc. This is essentially, in a way, a new vita model. I think it's great and out of the box thinking for a change.

Yea, I imagine just like streaming games from PS4 to Vita is possible it should also be possible to stream from Vita to PS4, to use it's TV connection and play vita games on TV

If it's possible I don't see why not. It'll increase the value of the Vita even more.

To me the Vita TV seems to be a stripped down Vita that is built for people who mostly play their Vita at home and don't take it out too much. That kind of opens up the sales for games even more by bringing those people in at a lower price point.
