Fully BC means that I could play any game released on prior consoles, excluding handhelds, on the PS4, but you can't. Where's Brigandine, Tactics Ogre, Suikoden 2, Dragon Warrior 7, Castlevania Lament of Innocence, Scarface the World is Yours, Smackdown Here Comes the Pain, etc, etc, etc, etc.
The fact is that the PS3 is no where near fully BC with PSX and PS2 games, and the PS4 is going to be furthere away from that having to recertify them for that console ontop of getting PS3 games working on the console.
Most of us don't purchase digital though, so the system isn't really backwards compatible with any of the games we own. It's backwards compatible with digital content only. So there's a difference. Hopefully in the future 10 years from now, hackers find out how to get all games working on the PS4. Kind of like the PS3 where even PS3 Slims can play retail copies of PS2 games, just not officially.
