That's a comparison over the Ultra settings in PC toward the 360 version, which is (apparently) the medium setting.

 

Trust me, the Ultra settings in The Witcher 2 are more demanding than the specs of The Last of Us. So yes, the game could be played on a 360. Maybe on two DVD's, I don't know how much space does TLoU needs, though.
