In one of the walkthroughs at GDC Molyneux said he knows the "exact day this will be in stores" even if he can't tell us yet with regard to Fable 2. I'd say they are pretty confident it will make it this year. All they are doing is refining graphics and weeding out bugs.
I reckon they could have an 85+ game out in a month if they wanted. But they'll wait till the holidays for the sales.
