They probably believe there is less urgency to launch there, so are focusing their initial launch supply on those other markets. The Xbone isn't likely much of a threat to Sony in japan and Nintendo aren’t exactly breaking records, so it's probably a fairly wise decision. Could potentially piss off some Japanese gamers though.
