I think that the price cut will be effective when Killzone and Tearaway hit the market, since they are western oriented. Price cut + game made Japan improve a lot for Vita. I'm counting more on a Wii U sales drop than a Vita sales improvement. PS4 actually helps Vita, while PS4 + One will probably hit Wii U real hard. Both have a stellar launch line up, heavy marketing, massive pre-sales, it will probably be a outstanding launch only limited by their supply. MS recent overclock on One shows that they are hitting a good production quality on APUs to allow that. PS4 APU is much easier to manufacture, so they will probably have a nice stock.
About 3DS and Pokemon, it's because I think it will have problems when PS4 and One launch. All eyes will be on the new home consoles and it will make some damage specially on NA.
Anyway, we are just some months away to know what happens. I'm curious about how PS4 and One will do, since there is no data about them (except the pre-sales).
EDIT: The lack of advertisent of the Vita price cut makes sense. On the japanese price cut, they made it in the same week that as lot of new games were launching. In NA they will wait Killzone and the Black Friday to advertise Killzone + price cut and probably a bundle for the same price. Then on hollidays they will advertise it with Tearaway and the PS4 remote play.
