11 million is entirely possible. The total install base is currently 27 million (360 plus PS3), but this should rise quickly, by around 21 million consoles (I'm assuming the 360 sells another 9 million and the PS3 sells 12 million, this could go much higher, of course). 11 million software units out of 48 million consoles is eminently doable.
