Yes it is. Any 360 games purchased digitally on the Xbox 360 can be downloaded for free to the Xbox One. Bringing your digital library over from the last generation to the current generation is the definition of a backwards compatibility feature.

I haven't seen anything of that nature, in fact I only recall seeing that this isn't possible.  Do you have any source for that?
