This article actually points out WATCH_DOGS in regards to the PS4. 

OT: At this point, I doubt we'll see much BF4 console footage. The game is out in two months and yet no word (other than upscaling from 720p) on those versions. 

This is my current conspiracy theory, that maybe we've never actually seen console code of the game. It's so easy to run it on PC and fall back on 'it's a devkit guys no worries!' when something like this happens.
