I don't think therewill be a longer transition from PS3 to PS4, because this time most of big developers have a graphic engine for the next gen, plus the variety of free2use engines of great quality... even japanese developers seem to be prepared for nextgen, like Konami with FoxEngine, CRAPcom with Pantha rea, Square with luminous and the license of UE4, SONY have Phyre engine for internal developing and fre2use for independent and minor developement teams...
The problem the last gen was that developing a HD game need more invesment on time and money, so the old stuff of creating a new engine for a new game died with introduction of Open Engines and the recycling of resource, shorting the development time making a lot of anual franchises (cod and AC are good examples) and more bi-anual release..
Another reason why the transition will be shorter is: the easy to understand and use architecture of the new consoles... this will make easier and cheaper to develop games for consoles...
