People assumed the processors in both the XBO and the PS4 were stock Jaguars (1.6Ghz). Even though neither of them ever revealed their actual respective speed.
Since it turned out MS did tweak their version of the processor, why would people assume Sony's version will run at the stock speed?
As far as I know, we don't yet know the clock speed of the PS4's CPU.
