This was originally a 3DS game I think. I wonder what caused the shift in systems.

I read that it was due to Fighting Game community feedback

Vita just needs Tekken now...come ooooooon Namco! DO IT! 

 

And I repeat DOA+ is great on vita. They have done a great job porting this to vita
