They've abandoned the 3DS version this year too.
Licenses aren't the be all and end all, yes they help, but in the peak of PES (3 and 4 for me) it didn't need the licenses, because the bliss of the gameplay spoke for itself.
There was a reason for a couple of years, PES was a genuine sales contender against FIFA even without the licenses. But Konami squandered it big time in refusing to invest in the HD formats. I guess that is systemic of a bigger issue that Japanese developers have had in adapting to newer systems.
