I'd disagree with this.
Konami killed Pro Evo by trying to continue releasing a PS2 game on PS3/Xbox 360 and doing the very same iterational stuff that EA had always been criticised for.
FIFA since 2007, has evolved beyond recognition. Heck, even the Vita FIFA which is based on FIFA 11 is noticibly behind the improvements which were introduced in 12 and 13.
EA just ended up making the better game and investing heavily in the game, while Konami continued to churn out ugly looking games which were near identical to the releases before.
PES 2014 will be the first one actually running on a game built for a "next generation" console. 2 months later, the PS4 and XBONE are released, sans a Pro Evolution title. Konami failed to invest in the franchise and so it's now only really popular in areas which did not adopt the HD consoles so quickly (hence the PSP release for PES 2014 along with PS3/360 and no next generation version).
