That was a maximum clock rating.  That does not guarantee that the CPU will run at that speed.  It is actually highly unlikely that it would run at that speed.  If anything, that could be the 1-core max turbo speed.

How do you know that? You don't. The fact is, Sony never actually stated the clock speed of the CPU so it could be anywhere from 1.6 - 2.75Ghz. AMD stated everything about the PS4 was designed to out preform the Xbox One of course MS got mad and AMD changed that statement to "No comment". Alls I am trying to say is it more likely that the PS4 has a higher clock speed then the Xbox One. The FCC spec sheet says 2.75, so thats what I'm believing.
