Remember the PS4 Devkits came in clocked at 2.7Ghz.. so what you said in theory is incorrect. 

That was a maximum clock rating.  That does not guarantee that the CPU will run at that speed.  It is actually highly unlikely that it would run at that speed.  If anything, that could be the 1-core max turbo speed.
