Maybe, but it needs to be proven and there's no evidence until now that indicate the opposite.

It's been proven WITH evidence. an evidence called games, games like MK8 and X prove it the most.

Again, graphics that have being shown on Xbox 360/PS3, even if those version require minor downgrade like 30FPS, 720p.  Those games looks good but it doesn't look like a real pc game at all.
