Just look at Killer Instinct, a download-only, free-to-play game developed by Double Helix Games, not Rare. I don't think that's a good sign of things to come.

Killer Instinct is a full 54.99 Gbp game on disc at retail on launch day. It is also available download. But there is a free option where you get 1 character. You can purchase the extra caracters etc if you wis 1 at a time.
But you can buy it a 1 whole game if you wish at retail on disc.
And the game looks amazing.

So that's my bad. I was under the impression it was free-to-play and download-only. Surely this was one time the case? I hope I didn't invent that out of nowhere.
Selnor has incorrect info unfortunately. This is digital only right now, there are 3 tiers, you can buy characters individually for $5, buy the full roster (8 characters) for $20, or for $40 you get the full roster, the original KI, skins, outfits ect.
They plan a season 2 for KI, another 8 characters, and then if it's going well and Microsoft like what they see a season 3 with another 8 characters~
Then it'll get a GOTY retail edition when it has 24 characters, and other game modes.
