I dunno what dev resources are, but they have 120 to 130 people working there. Considering how they recently finished Game & Wario and Paper Mario 4 and are confirmed to be working on Shin Megami Tensei X Fire Emblem and now this, that's probably stretching their resources to the limit.

I dunno about that, they were making Paper Mario, Game & Wario, and Fire Emblem: Awakening simultaneously -- and still made Pushmo and Crashmo in the meantime. I'm guessing they have enough resources to make two big games at once, and smaller projects on the side -- and I'd count this one as a smaller project. SMT X FE is also a collaboration with Atlus, so it may not take as many resources as a game fully developed by Intelligent Systems.
