That is exactly what I was thinking. It's not like Microsoft can't afford it.

With Ballmer leave, and Mattrick gone, you are showing a leadership void.  They have been hammered in a number of areas, and are witnessing the computer industry shift under their feet.  They aren't leading in anything at this point, and are trying to play catch up.  End result is that you will get incompetent hirings and so on.  Does one think if Microsoft had a competent grip on things, they wouldn't of pulled the XBox 180?

My experience with Microsoft had to do with Game Room, which they announced at CES a few years back, promising over 1000 retro titles over a 3 year period through Game Room.  The product had a botched lauch, missed windows, promises of Sunset Riders as an unlock that didn't happen, and a number of other things.  They then STILL hire the studio that botched this to work on other projects.   I know someone goes up to various people at Microsoft, like Major Nelson, and he had no clue as to what was going on, at all.
