With Ballmer leave, and Mattrick gone, you are showing a leadership void. They have been hammered in a number of areas, and are witnessing the computer industry shift under their feet. My experience with Microsoft had to do with Game Room, which they announced at CES a few years back, promising over 1000 retro titles over a 3 year period through Game Room. The product had a botched lauch, missed windows, promises of Sunset Riders as an unlock that didn't happen, and a number of other things. They then STILL hire the studio that botched this to work on other projects. I know someone goes up to various people at Microsoft, like Major Nelson, and he had no clue as to what was going on, at all.
