It's not just about holiday systems, it's about launch systems.  They seem to have a very western focused lineup with few games with any chance of success in Japan.  Games announced at TGS are unlikely to be released this year, so the question is what do they have for this year for Japan.

They've already announced which regions will be receiving the PS4 on the 15th and the 29th of November. Do you really think they'll release it in Japan in December? We don't know what they have in mind for Japan's launch, but it certainly won't be the games they're launching this year. Japan probably won't see the console until February or even March, which would be a month ahead of Golden Week.

It's hard for me to say.  They could just launch for the sake of launching, low demand due to games means they'll be able to support the more competitive parts of the world(US, Europe) while still taking part in Japan.  

That would've been an option, but they were probably worried about alienating an already diminished audience by treating them as an afterthought. Consoles aren't the big thing in gaming in Japan anymore, but there's enough of an audience that they deserve a proper launch. There just isn't enough of an audience that the region deserves to launch with the rest of the world, given the supply of the initial stock of consoles.
