The only reason that looks turn based is because he is using the mage and just casting from behind, look at this http://www.youtube.com/watch?v=j29k9fTCA4Y. This game is an action RPG, idk any turn-based games that have button mashing and I don't think any of the things you described determine if a game is turn-based or not. Idk what sh17 means though.
