Exclusive new IPs on PS4/Xbox One:

Sony (incl. Vita and PS3) -
Knack, DriveClub, Volume, The Order 1866, Everybody's Gone to the Rapture, Rime, Switch Galaxy Ultra, Deep Down, Galak-Z, Helldivers, Velocity 2X, Secret Ponchos, Final Horizon.

Microsoft (incl. 360) -
Quantum Break, D4, Below, Sunset Overdrive, Ryse: Son of Rome, LocoCycle, Crimson Dragon, Powerstar Golf.

The mention of Starbound in that arstechnica list as an exclusive game to Sony systems is wrong. It's foremost an indie PC/Mac/Linux game - and thanks to the brilliant art style a great looking one - which will obviously be ported to PS4 and Vita (i.e. to platforms from the company which never pays for system exclusitivity according to some of their fans ).

They made the mistake in that list for Wasteland King, which is also a PC game (soon on Steam Early Access acc. to IGN) and will be ported to Sony systems.

Even though they are not exclusive to their platforms, I want to mention 3 new IPs which could become huge on (or at least important for) Microsoft systems:
- Titanfall (it's already clear by now that this one will be a hit)
- Project Spark (received many positive reactions from console and PC fans alike)
- Disney's Fantasia: Music Evolved (this one actually comes exclusively to MS systems - it's not on the list as it doesn't fit arstechnica's definition used for new IP - and could have been THE early Kinect2 game to get - if it wasn't also announced for X360)
