Oh I don't know maybe something like He prefers to allow physical beings who actually occupy the planet work it out? Or simply, He imbued each of us with free will.

Any answer that does not denegrate God or those who believe in his existence would do....

Also I am not advocating that th other answers be eliminated just that including answers that run contrary to the overt theme of 'Because bad shit happen's you are an idiot for believing in a nonexistent, uncaring, impotent and/or cruel being.'
