There is no one on this planet, gay or straight, male or female, that has ever looked at a flacid cock and said, "Beautiful!" The majority of them are either funny or sad to look at.
Outside of that, the only people that ever want to look at your junk are 1) Your parents when you're born to confirm you're actually male, and 2) your current GF, BF, or SO. The latter group is certainly more interested in looking at it when it's erect, not flacid. Now possibly the only other person that might be interest in your junk is your urologist, but unless you're ill, you generally don't want him taking a look at your junk because usually it's his cold hands on your balls followed by "Turn and cough."
