No, they wouldn't.  A dev kit would only be given to developers of games.  Not even employees that are developers wouldn't get a dev kit.  Press Kits are final hardware with preliminary user documentation and some press info.  The press info is essentially the information available on news.xbox.com/media repackaged and printed with some contact information for both support and press questions.  Employees likely got this same package sans the press info.

I haven't looked at any of the press unboxings, but my guess is the packaging isn't final but generic.  If my experience with Microsoft and their hardware still applies, it was likely shipped in either a plain white or black box, with possibly a media sleave on the to button it up.  All of the hardware will have asset tags as well, as at this point it is technically Microsoft hardware.
