E) Because if he didn't let these terrible things happen, even MORE terrible things would happen as a result.. (or in other words it's for a "greater cause")
This is my mom's explaination at least when I posed this problem to her. Doesn't make much sense to me, but I suppose this is a more sufficient answer than simply "he doesn't want to." Still seems to me a bit of a cop out though..
