Because the distinction what's terrible or great is strictly in the eye of the beholder.

When the military is killing people our governments declared as "enemy combatants" or "islamic terrorists", we may be delighted to the point of dancing in the streets, considering it a great thing and even thanking god.
The killed "terrorist's" family, relatives etc. on the other hand may consider it the greatest tragedy ever, crying how god could possibly let this happen.

The "terrorist's" small childs (who with their own eyes saw their own father's body torn into pieces, swearing to themselves to punish those evil bastards who killed their beloved father) may later become freedom fighters, trying to kill as many of the evil enemies occupying their country, killing civilians, exploiting their natural resources etc. When they launch a successful attack that kills dozens of enemy soldiers, they may consider it a great thing and thank god for being able to avenge their beloved father's dead, while at the same time, the children, wifes, friends etc. of these killed soldiers will mourn the terrible events, crying how god could possibly let something like this happen.
