Ok he pulls out his gun.  She keeps physically restraining him, or the woman that was being arrested begins to leave or run.

As for Pepperspray.  Many police forces actually authorize physical force and violence before peperspray because the effects of pepperspray are so varied.  It could have little to no effect or it could sent someone into huge fits and maybe even cause death if the person has a medical condition like Astma.

Often it's reserved for large crowds.

you said pepper spray can have little to no effect or kill someone, well, so can a punch. but I'm sure the pepper spray will have much less chances of killing her than the free punch.

Then a single punch?  Not really no.  It's very hard to kill someone with a single punch.

And how was she going to keep restraining him if there's a gun pointed at her.... by grabbing the gun, grabbing his hands, dodging out of the way.

I mean she clearly was giving no fucks at that point... and would she really expect the dude to shoot her? 

Pulling out your gun is needlessly escalating the situation to a MUCH higher chacne somebody ends up dead.

 

A gun is only a deterrant if you think the person actually is going to use it.  If you pull it out in a smaller situation nobody is going to respect it, and your going to look like an ass/lose ALL of your authority...

and holy shit if the dude pulled a gun out on the lady the media firestorm would of been about 20 times worse without anything progressing beyond that.
