Outbreak 1 and 2 were amazing games.  The only problems were the load times and certain adlibs(hitting square) could freeze the games.  The Outbreak series, released after Resident Evil 4, was them going back and trying the actual survival horror one more time and should have been the true progression of the series. 

They had some extremely unique ideas with the games, all which worked really well.  In certain stages, zombies would keep coming no matter how many you took out; through doors that led to the streets, floor grates, etc.  Enemies weren't confined to a single room and would move room to room, while there were also certain tools you could use to barricade areas and slow enemies down, or certain items you could drop on the ground to cause an enemy to ignore you(like blood when the leachman appears.)  You had eight characters that had completely different stats and specialities.  Since the characters in Outbreak aren't super cops, it's also the first game in the series to have melee weapons that were actually effective, instead of slashing a zombie to death with a knife that won't stun the zombie, you can hit the zombie with a pipe, a crutch, etc, and knock them back.  Resident Evil Outbreak even had to where you could aim melee or fire arms while moving.  Something that's not in the series until Resident Evil Operation Raccoon Shitty.
