services are always localized (stuff liek streaming services etc).... you don't need services to play the XBox 1.... since you don't need to do online check ins anymore to play games.... you can play games anywhere where you have the right power and the TV with the right video format.... there is nothing adventurous about that.... if you can power it up and have the right screen it will work simple as that (for games)

now for services it is tied to the account.... e.g. on my XB360 I have a US and a french account.... on the US one the US services show up and I can use them if I am behind a VPN located in the US if I am on the French one and I connect through my ISP box directly I have the French services.... so it's a combo of IP/account localisation for the services.... quiet easy to work around accuatly..... and I can play online multiplayer with any account on any kind of connection this is not localized by the IP if you have gold you can play MP from anywhere in the world.....

Well,for games and DLC,there will be no ip block anymore

Of course,for XBL itself,no ip check too
